I am 100% positive that Disney was trying to make Phasma the next Boba Fett.
A character who is visually interesting, but has very little lines, and doesn’t really do much, yet somehow develops a huge fan following. They thought they had the formula. “Cool design. Mysterious and bad-ass”, they thought that was the golden formula.
